Arlington, VA — After years of persistence, strategic legal guidance, and unwavering commitment, David Houston, attorney at Bean, Kinney & Korman, has successfully led the culmination of a 14-year redevelopment effort for the Davies Family’s property in the City of Fairfax.
On July 22, 2025, the Mayor and City Council of Fairfax voted in favor of a transformative general development plan, marking a major milestone for the Davies Family and the City. The approval represents an important advancement in the implementation of the City’s 2020 Old Town Fairfax Small Area Plan. The Plan was adopted to re-imagine Old Town Fairfax as an “activity center” with new dynamic, mixed-use development.
The approved plan allows for the construction of two upper-story mixed-use buildings featuring up to 276 multifamily residential units and approximately 10,796 square feet of retail, office, or other non-residential uses on the ground floor. Features of the project include affordable dwelling units and the first segment of the planned tree-lined path known as the “Greenway.”
David Houston’s expert navigation of the complex legal and regulatory landscape, combined with his deep understanding of land use and zoning law, proved instrumental in securing the City’s support for the project.
The project is expected to bring new energy to the area, offering modern housing options and commercial opportunities that align with the City’s long-term planning goals.
