Dean Luo is an associate attorney at Bean, Kinney & Korman who specializes in real estate, commercial leasing and land use and zoning. He regularly assists real estate investors, real estate developers, property owners, real estate investment trusts, local governments, non-profit organizations and tenants with complex land use matters.
As part of his real estate practice, Dean works directly with his clients on transactions involving real property law issues and land use entitlements. He also regularly provides zoning and land use advice related to real estate development.
Prior to joining Bean Kinney, Dean worked as a legal assistant at two law firms even before law school. During law school, he interned in the Chambers of the Honorable John M. Mott of the District of Columbia Superior Court, as well as in the Office of the General Counsel of the Export-Import Bank of the United States. He is fluent in Cantonese and Mandarin Chinese and is barred in the District of Columbia and New York.
- Helped an award-winning affordable housing developer with navigation of real property law issues related to the construction of a condominium in Arlington, Virginia to ensure a smooth buildout of the project.
- Worked with one of the nation’s leading apartment developers on identifying multifamily redevelopment opportunities by conducting land use due diligence on various sites in Fairfax County, Virginia.

Beyond the Suit
Outside of the office, but not straying too far from his area of practice, Dean enthusiastically enjoys learning the nuts and bolts of real estate investing. He can often be found building-watching and daydreaming about their past or next life. He also enjoys travelling, mingling with members of local communities and watching a good soccer match.
