Timothy Dugan represents national and local developer and institutional clients in the Northern Virginia and Maryland suburbs, including Fairfax County, Arlington County, Montgomery County, and Prince George’s County. His representation involves master plans, zoning, subdivision and related land use regulations and processes. Tim also regularly negotiates agreements involving real estate developments such as purchase and sale agreements, proffers, and easements.
Tim is a member of the Northern Virginia Building Industry Association, the Maryland Building Industry Association, and the National Association of Industrial and Office Parks.
Tim chairs the Fairland and Briggs Chaney Master Plan Implementation Advisory Committee.
As a member of the Maryland State Bar Association, Tim is a faculty member of the Land Use Institute that regularly presents a panel concerning recent Supreme Court takings cases. As a member of the Real Property Section, he is a faculty member of the continuing legal education series known as “Basics of Real Estate.”
Tim is licensed in Virginia, Maryland, and the District of Columbia.

- Represented owners and developers in obtaining necessary entitlements for all types of real estate projects including: senior housing, shopping centers, multi‑family residential, office, industrial and country clubs.
- Represented senior housing developers in successfully navigating the entitlements processes and interacting with the community.
- Represented developers involving mixed use projects that developed over twenty years, including rezoning a land area to the highest density in the master plan and recovering a transit station to the site.
